I would accept that 1 CPU runs a sched_fifo RT thread, 1 other CPU runs a sched_rr RT thread and the other CPUs normal sched other non-RT threads. I would accept that 2 sched_fifo RT threads with same priority would be executed simultaneously on 2 CPUs/Cores.
