WebGaijinn pass phone number etc. That's not 2 factor authentication for the marketplace. IIRC the marketplace requires you to either use Google Authenticator (which is horrible) or to bind an email (recommended). Your phone # and Gaijin pass, whatever, don't factor in there at all. That's probably what you're problem is.
